"HD" is doing a lot of work in most downloader marketing. What it should mean is simple: give me the highest-resolution file this post really has. That is what this page does, and it tells you what that resolution is instead of promising a number it cannot deliver.

The size next to each row tells you whether the resolution is genuine or just a label on a heavily compressed file.
The variants are generated once, when the video is uploaded, from whatever the uploader sent. That original is the ceiling. If someone exported a 720p file from their editor, no tool can produce a genuine 1080p version of it — upscaling would invent pixels and make the file larger without making it better.
Two other things commonly cost quality before the video ever reaches the platform. Screen-recording a video that was already compressed re-encodes it a second time. And uploading through a mobile connection in a low-data mode can hand over a smaller file than the one in your camera roll.

1920×1080, 1280×720 and 640×360 are the common variants. The first number is width; the second is what people mean by 1080p or 720p.
A good sanity check. A 30-second 1080p clip that is only 900 KB was heavily compressed at source, and it will look like it.
MP4 throughout, with H.264 video and AAC audio — the combination every phone, TV and editor handles.
If the clip is going into an edit, take the largest file offered and do your cuts on that. Every re-encode after the first compounds, so you want to start as high as possible.
If it is going straight into a chat, the middle option is often the sensible pick — messaging apps re-compress attachments anyway, and a smaller upload gets there faster.
