The thing labelled GIF on X is not a GIF. When you upload one, it is converted to a short, silent, looping MP4 — which is why it plays so smoothly and loads so fast.
This page gives you both: the MP4 the platform stores, and a real .gif built from it for the places that still insist on the old format.

Take the MP4 unless something is forcing your hand. It is typically five to ten times smaller, keeps full colour instead of being squeezed into a 256-colour palette, and plays at a smooth frame rate rather than the stepped look GIFs get.
Take the .gif when the destination genuinely requires it: a wiki that only accepts images, a forum signature, an older ticketing or documentation system, or a chat integration that renders images but not video.

Anywhere that allows images but blocks video, a GIF gets through. That is most of its remaining value.
No controls, no play button, no browser policy about muted autoplay to satisfy.
A three-second clip that is 400 KB as MP4 can easily be 3 MB as a GIF, and look worse.
The MP4 is already silent and already the right length. If you are embedding it on a page, the three attributes that make it behave exactly like a GIF are autoplay, loop and muted — the last one is what browsers require before they will autoplay anything.
In a video editor, set the clip to repeat and export; there is no special handling needed because it is an ordinary short video.
